Green energy has become a central focus for power generation around the world. Many companies now require green energy in their production processes, which has led many countries to invest in its development. The Taiwan Strait is considered one of the top locations for offshore wind power in the world. Since 2018, Taiwan has actively promoted the development of offshore wind power. Wind power generation is intermittent and affected by climate variability, which creates significant challenges for its stability and reliability. This study collected wind power generation data from the Changhua Coastal Wind Power Station between May 2021 and June 2022. Climate data, including wind speed and wind direction, were obtained from nearby weather stations and were used to generate monthly and seasonal wind rose diagrams. Statistical analysis indicated that wind power generation in summer represented just 9.81% of the annual total, while winter accounted for 46.00%. A 24-hour generation analysis showed that the highest hourly generation percentage in summer was only 17.82%, while in winter, it consistently remained above 50% during most periods. These findings reveal a notable seasonal and daily variation in wind power generation, mainly influenced by wind speed and direction changes. To minimize the effects of periods with low power generation and to meet the peak electricity demand during the summer, it is crucial to implement large-scale energy storage systems along with effective power dispatch and management strategies. This approach will help ensure grid stability and reliability.

This study investigates the impact of industrial agglomeration patterns on green innovation efficiency within the Yangtze River Delta (YRD) urban agglomeration in China. Utilizing panel data from 41 cities spanning 2010 to 2020, the research differentiates between specialized and diversified agglomeration patterns. A super-efficiency SBM-DEA model is employed to evaluate urban green innovation efficiency, incorporating undesirable outputs into the analysis. The findings reveal that specialized agglomeration positively influences green innovation efficiency, particularly in less-developed cities, by lowering production costs and alleviating financing constraints for small and medium-sized enterprises (SMEs) within clusters. In contrast, diversified agglomeration does not significantly improve green innovation efficiency and may even hinder it in noncore and developed cities due to heightened competition and resource inefficiencies. Furthermore, environmental regulation negatively moderates the relationship between both agglomeration patterns and green innovation efficiency. The results emphasize the need to optimize regional industrial structures and promote specialized industrial clusters based on comparative advantages. They also underscore the importance of developing cross-regional coordination mechanisms to enhance the flow of innovation resources and strengthen collaboration among industry, academia, and research institutions. These insights offer valuable guidance for policymakers seeking to refine environmental regulations and industrial policies in urban agglomerations.

To solve the network slicing placement problem, the methods based on CNN/RNN were inadequate in handling the randomness of fluctuating channel quality and bandwidth needs for each network slice. While the Monte Carlo Tree Search (MCTS) methodology effectively deals with the unpredictability of each slice’s channel quality and bandwidth request to optimize throughput, it remains time-consuming in finding an optimal solution. The cause is that MCTS relies on a uniform distribution to randomly sample one possible solution, which leads to subpar sampling efficiency. Our objective is to integrate a deep neural network (DNN) to assist MCTS. Specifically, the DNN first analyses the current allocation situation to predict probability distributions for achieving optimizing throughput. MCTS then leverages this DNN-produced probability distribution to pinpoint the best allocation scenario. Experimental results indicate that the performance of DNN-based MCTS with only 50 search iterations surpasses that of the original MCTS with 4,000 search iterations.

This study examines the impact of sports event quality on attendees' satisfaction, word-of-mouth (WOM), and return intentions through a chain mediation analysis. Adopting a multidimensional framework, we conceptualize sports event quality across four key dimensions: game quality, interaction quality, outcome quality, and physical environment quality. The study further investigates the mediating roles of satisfaction and WOM in linking event quality to attendees' return intentions, using survey data from 338 participants from running events in Ho Chi Minh City, Vietnam. The findings reveal that event quality significantly enhances satisfaction and WOM, both of which, in turn, positively influence return intentions. Notably, WOM has a more pronounced effect than satisfaction on attendees' likelihood of returning. Additionally, this study underscores the influence of cultural factors in Vietnam, where social proof and peer recommendations play a crucial role in shaping consumer behavior. These insights offer valuable implications for sports event organizers seeking to improve attendee experiences and foster long-term engagement, particularly in emerging markets.

This paper explores the integration of carbon finance, particularly focusing on carbon emission rights pledge financing, as a pivotal instrument in attaining carbon peak targets. This integration is crucial in the context of growth stabilization and structural adjustment. The study identifies key challenges hindering the development of carbon emission rights pledge financing, such as process discrepancies, limited bank engagement, and suboptimal risk management. Addressing these issues, we propose a novel model featuring government intervention. This model employs an evolutionary game approach involving key stakeholders: power companies, carbon emission exchanges, and banks. The objective is to navigate towards a Pareto optimal outcome for the pledging of carbon emission rights. Numerical analyses reveal that appropriate government sanctions can effectively streamline the pledging process. Results show a higher compliance rate from carbon emission exchanges under stringent regulations and increased bank participation under direct government incentives. The study advocates for the establishment of a robust public disclosure mechanism for carbon emission pledge financing and urges the government to enact unified trading regulations. This proposed method not only tackles existing impediments in carbon finance but also significantly contributes to the global pursuit of sustainable development.

Zinder, a conservative town with a strong ulama influence, where distraction, recreation and leisure activities are equated with the depravity of morals, is now seeing the development of nightlife. Indeed, urban growth, the demolition of the central market and the proliferation of passengertransport company head offices havemade the citymore attractive for certain tertiary services(such as banks, various offices,shops,recreational areas,restaurants, catering services, etc.) and the deployment of nightlife activities beyond the city center.This article examinesthe perception of the night by residents and other stakeholders, spatial practices and public nighttime policies in Zinder.Answering these questions will help to lay the foundations for a better understanding of night-time issues and how they can be taken into account in the planning and development of tomorrow's city. The methodology is based on 14 focus groups and 32 individual interviewswith residents,managers ofthe city'stechnicalservices,municipal police, national police, urban planning and various trade unions. The results show that night-time in Zinder is a forgotten area of public policy, despite the growing importance of night-time activities.

This study explores the complexities of sports manager selection, investigating the impact of affirmative action, recruitment strategies, organizational culture, diversity initiatives in board selection, and career advancement insights from coaches' perspectives. To conduct this investigation, a purposive sampling technique was employed by, selecting 78 prominent sports managers and coaches from Romania. Data were collected over an extended period, spanning from winter 2023 to spring 2024, through semi-structured interviews with sports managers and coaches. The findings revealed persistent challenges in effectively implementing affirmative action measures, as sports managers grapple with balancing the promotion of deserving candidates while maintaining continuity in board culture. Achieving meaningful diversity requires nuanced approaches that consider both candidate quality and cultural compatibility. Moreover, this study sheds light on coaches' perspectives when considering executive council positions, highlighting various pathways to career advancement. Recruitment practices prioritize informal methods, emphasizing board cohesion. Despite the recognized importance of diversity, challenges persist in selecting candidates based solely on demographic representations. This study provides valuable insights into promoting diversity and inclusivity within the executive councils of sports organizations. Future research could focus on longitudinal trends and qualitative experiences of underrepresented groups in sports organizations to promote equity.

This article discusses the differences between hate speech and freedom of expression and risks of blurring the line between these phenomena. The article presents the quantitative data collected through telephone survey conducted in Armenia in November 2022. It analyzes the causes and consequences of hate speech spreading and the patterns of hate speech consumption. The correlations derived from the survey data identify the social groups of Armenian society that are more likely to consume different manifestations of hate speech. However, it argues that some people consume hate speech consciously, clearly identifying it as a hate speech and naming the reasons for its consumption: lack of information, cumulated aggression and anger, need to recharge. As the effective measures to address the hate speech on media platforms institutional approach, awareness raising, appropriate sanctions and raising media literacy were identified.

The Efficient Market Hypothesis (EMH) is the generalization of the so called perfect competition for the financial markets. Sometimes the financial markets are assumed to be the markets most similar to the perfect competition. So, every test of the EMH theory is the test about the perfect competition approach and then its conclusions are about the market mechanisms and potential regulation and policy. Even though, discussions about the financial capital regulations, free movements of financial capital and taxing are widespread, not only in an economic theory scientific conferences, but anywhere.\nThe FOREX market is the financial market in which there is the highest amount of trading. So that we assume the feature analyzed be the most visible. More in the Czech Republic there is permanent question about the pros and cons of the national currency. The EHM theory concluded remarks also influence the discussion. The problem is not so simple. The conclusion is not about the purity of the efficient or inefficient financial markets. The conclusion must be about the level of the market efficiency, which is moreover variable in the different time periods. More we analyzed the effects of the great financial crisis in 2008.

Background One of the most common peptic ulcer complications is perforation (PUP) also remains an important cause of morbidity and mortality. In this study, it was aimed to compare the results of patients who had similar preoperative scoring index results (Boey, Charlson Co-morbidity Index (CCI) and Mannheim Peritonitis Index (MPI), and type of surgery. \nMethods Preoperative Boey, CCI, and MPI scores were calculated by retrospectively examining the files of patients who were operated under emergency conditions with the diagnosis of PUP. The patients divided into two groups those who underwent laparoscopic surgery / Group-1 and open surgery / Group-2. \nResults Peroperative and early postoperative results of groups were compared. There was no statistical difference between the groups in terms of demographic data, hospital admission time, and length of hospital stay. The operation time was found to be longer in the laparoscopic group (110,2 SD20,6 / 75-150 min) than open group (54,2 SD15,7 / 30-120 min) (p < 0.001). Morbidity was less in laparoscopic group (4% versus 14.6%) (p < 0.001).\nConclusion We think that the laparoscopic method can be used safely in peptic ulcer perforation due to the lower postoperative complication rates and known advantages of minimally invasive surgery.

Background\nInvestigation of end organ damage in hypertension maintains its importance since it structures the treatment strategy. Aortic stiffness is a well established predictor of cardiovascular morbidity and mortality in hypertensive patients. The aim of this study is to investigate the association between hypertensive retinopathy and aortic stiffness. \nMethod\nA total of 110 newly diagnosed hypertensive patients were recruited in the study. The patients were divided into Retinopathy Positive and Retinopathy Negative groups considering presence of retinopathy. The Retinopathy Positive group was then subdivided into Grade 1 and Grade 2 Retinopathy groups. An oscillometric Mobil-O-Graph® PWA Monitor device (I.E.M GmbH, Stolberg, Germany) with integrated ARCSolver® software was used to obtain aortic stiffness parameters. Aortic stiffness parameters were compared between the groups.\nResults\nThe patients with hypertensive retinopathy had increased aortic stiffness as represented by significantly higher values of pulse wave velocity (8.78±1.44 vs 6.73±0.72, p<0.001). The severity of aortic stiffness increased with increasing grade of hypertensive retinopathy. The patients without hypertensive retinopathy had significantly lower values of pulse wave velocity when compared to Grade 1 Retinopathy and Grade 2 Retinopathy groups (6.73±0.72, 8.41±1.25 and 9.65±1.50 respectively, p<0.001). Moreover binary analysis have revealed that the patients in the Grade 2 Retinopathy group had significantly higher values of pulse wave velocity when compared to Grade 1 Retinopathy group (p<0.001).\nConclusion\nAortic stiffness which is a well established predictor of cardiovascular morbidity and mortality shows strong correlation with hypertensive retinopathy and macular findings.

The present study finds that establishing a permanent appeals mechanism is essential to the current crisis in the investor-state dispute settlement mechanism\'s legitimacy. At present, there are two main models of investment arbitration appellate reform proposals submitted by States to working group III of the United Nations Commission on international trade law (UNCITRAL), namely, the establishment of a multilateral investment court (MIC) and the establishment of a permanent multilateral appellate mechanism (PMAM). The Latter is more legitimate and feasible than a MIC. On the one hand, the scope of review of the appellate mechanism (AM) should cover errors of law and fact and procedural errors to ensure that the error correction function of the AM is fully realized. On the other hand, errors of fact should be limited to manifest errors to enhance arbitration\'s efficiency. Stare decisis are not yet a general principle in international arbitration practice; However, to improve coherence and predictability of awards, PMAM can use the de facto stare decisis developed in WTO judicial practice.

To obtain productive crops and high yields, monitoring of desert locust attacks is an important feature of agriculture. In this paper, a mathematical model to investigate the impact of desert locust attacks is formulating. We consider a couple of intervention measures namely, early mature crop harvesting and pesticide spray. The model incorporates stage-structure crop biomass, locust population density, early harvesting, and pesticide spray. We assume that the growth of pesticide spray is proportional to the density of the locust population. The theoretical result suggests, out of the three positive equilibrium points of the model, trivial and locust free are unstable, whereas interior equilibrium is asymptotically stable. Numerical simulations are carried out to confirm the theoretical results. In the absence of intervention measures, desert locust damages approximately \\( 90\\% \\) expected crop production. A \\(60\\% \\) of early harvesting of mature crops can shield \\(25\\%\\) crop yield losses. Furthermore, \\(50\\% \\) coverage of pesticide spray could preserve \\( 80\\%\\) expected crop yield declines. Suitable combine implementation of suggested intervention measures could secure food security problems by shielding crop production losses.

Type 2 Diabetes mellitus (DM) and obesity are important risk factors for atherosclerotic cardiovascular diseases (ASCVD). Exenatide is a GLP-1 analog used as an antidiabetic drug, which also has a weight loss effect. Elevated mean platelet volume (MPV), platelet count, and platelet distribution width (PDW) are indicators of increased platelet activity. Studies have shown that these parameters increase in diabetic patients at risk of atherosclerosis. The purpose of the present study was to determine the effects of exenatide treatment on platelet function in type 2 DM patients. The study included 50 diagnosed DM patients without a history of ASCVD, who presented at our center, and 54 healthy individuals. PDW (p<0.001) and MPV (p=0.033) were higher in the diabetic patient group than in the control group (p<0.001). Significant positive correlations were determined between PDW and BMI (p<0.001), FPG (p<0.001), and HbA1c (p<0.001). After 6 months of exenatide treatment, PDW (p:0.031) values and platelet count (p:0.009) were significantly decreased. In conclusion, exenatide causes a decrease in PDW value and platelet count independent of its positive effect on lipid profile, glycemic regulation, and weight loss contributes to explaining the effect of treatment on the cardiovascular system through a different mechanism.
